November 19, 2002 HIV AND HEP C ON THE RISE IN F A new report prepared by the HIV/AIDS Legal Network says the number of cases of HIV in federal prisons has risen by 35 per cent in the past five years, compared to a 30 per cent drop in the general population in the same time period. The rate of hepatitis C in prisons is now 30 to 100 times higher than on the outside.
